doing ANYTHING on a bike, a friend at the DMV proves me wrong!

That's ridiculous. $40 for not having a bell. I don't know anybody (except Bert) who has a bell. You cannot carry art on a bike? And what's this "improper operation?" That sounds pretty vague.
